Community Health Net and HACE Celebrate Expansion of Healthcare Services with Ribbon Cutting for the Michael R. Fraley Health Center

A joint initiative between HACE and Community Health Net brings expanded healthcare services to John E. Horan Garden Apartments.

Erie, Pa. — Community Health Net (CHN), the leading Federally Qualified Health Center serving the Lake Erie region, in partnership with the Housing Authority of the City of Erie (HACE), which provides safe, affordable housing for families, seniors, and individuals with disabilities, hosted a ribbon-cutting ceremony on Wednesday, June 11, 2025, to commemorate the opening of the Michael R. Fraley Health Center at the John E. Horan Garden Apartments.

This joint initiative expands access to medical care to a community that faces barriers to healthcare access. The new wing will house CHN’s medical services, complementing the dental services already operating in the adjacent space. Together, these services aim to provide holistic, community-based care that meets patients where they are.

“This partnership reflects a vision of community wellness that extends far beyond bricks and mortar. It affirms the human right to accessible, quality healthcare—especially for individuals and families who have historically been underserved,” said Craig Ulmer, CEO of Community Health Net. “We are proud to carry forward Michael R. Fraley’s vision by deepening our commitment to the people and neighborhoods who need us most.”

The Health Center is named in honor of Michael R. Fraley, whose work championed equitable housing and healthcare access for all Erie residents. His vision lives on in this shared space—where safe housing and accessible health services converge to improve lives.

“We believe in building not just housing, but pathways to health, dignity, and opportunity for our communities,” said Dusti Dennis, Executive Director of the Housing Authority of the City of Erie. “This new facility exemplifies what’s possible when organizations come together with a shared purpose—to meet people where they are and invest in their well-being. It’s a testament to Michael R. Fraley’s enduring vision for a more just and equitable Erie.”

The event featured remarks from local dignitaries, tours of the facility, and opportunities to engage with community leaders and stakeholders.
